THE GOAL OF THIS PROJECT IS TO INCREASE OUR SHARED UNDERSTANDING OF COUPLED EARTH SYSTEMS, INCLUDING ECOSYSTEMS, TO COLLABORATE ON CARRYING OUT NOAAS MISSION OF SCIENCE, SERVICE, AND STEWARDSHIP TO (1) UNDERSTAND AND PREDICT CHANGES IN CLIMATE, WEATHER, OCEANS, AND COASTS, (2) SHARE THAT KNOWLEDGE AND INFORMATION WITH OTHERS, AND (3) CONSERVE AND MANAGE COASTAL AND MARINE ECOSYSTEMS AND RESOURCES. CIMEAS REPRESENTS NINE PARTNER INSTITUTIONS, PROVIDING WORLD-CLASS RESEARCH AND EDUCATIONAL CAPABILITIES TO SUPPORT REGIONAL AND OCEANIC OBSERVING SYSTEMS, ANALYSIS, AND MODELING TO UNDERSTAND AND PREDICT CHANGES IN THE CALIFORNIA CURRENT, INCLUDING COASTS AND WATERSHEDS, THE PACIFIC OCEAN, AND THE SOUTHERN OCEAN. THE EXPERIENCE AND EXPERTISE OF RESEARCHERS AND EDUCATORS AT THE SUPPORTING ACADEMIC INSTITUTIONS ARE DOCUMENTED IN THIS PROPOSAL ALONG WITH THE ENABLING INFRASTRUCTURE AND FACILITIES AT THE INSTITUTIONS. CIMEAS WILL CONNECT A VAST RESERVOIR OF EXPERTISE AND FACILITIES TO NOAA THROUGH THE MANY PARTNER UNIVERSITIES, GOING FAR BEYOND THE CAPABILITY OF ANY ONE INSTITUTION TO DEVELOP INTEGRATED PROGRAMS WITH EXCELLENCE IN ALL PARTS OF THE COUPLED SYSTEM RELEVANT TO FOUR RESEARCH THEMES: 1. | Department of Commerce | PURPOSE: IN RESPONSE TO TOPIC AREA 1 OF THE IOOS IRA FUNDING OPPORTUNITY, SCCOOS IS REQUESTING RESOURCES TO RECAPITALIZE AND MODERNIZE ITS OBSERVING SYSTEM IN SERVICE OF THE SOUTHERN CALIFORNIA REGION WITH THE GOAL OF STRENGTHENING THE REGIONAL PROVISIONING OF TIMELY OCEAN DATA AND INFORMATION. SCCOOS HAS SPENT THE LAST TWO DECADES BUILDING INFRASTRUCTURE FOR OCEAN OBSERVING THAT ESTABLISHES ROBUST PLATFORMS FOR GEOPHYSICAL PARAMETERS IN THE AREAS OF SURFACE CURRENT MEASUREMENTS, CONTINUOUS OBSERVATION OF THE OCEAN?S INTERIOR WITH AUTONOMOUS UNDERWATER VEHICLES, NEARSHORE REAL-TIME MEASUREMENTS, AND OPERATIONAL HYDRODYNAMIC FORECASTS AS OUTLINED IN SCCOOS 2021-2026 STRATEGIC PLAN. EXTRAMURAL FUNDING OPPORTUNITIES HAVE PROVIDED SCCOOS WITH CRITICAL STOP-GAP MEASURES FOR REVITALIZING AGING INFRASTRUCTURE AND REINVIGORATING THE HUMAN DIMENSION WITHIN THE SCCOOS CONSORTIUM. SCCOOS ENDEAVORS TO GROW REGIONAL RESILIENCE AND EQUITABILITY -- IN CLOSE COLLABORATION WITH CENCOOS -- THAT TRANSFORMS THE WAY WE MONITOR ECOSYSTEM DYNAMICS, FROM PHYSICS TO BIOGEOCHEMISTRY TO BIOLOGY, WHILE IDENTIFYING NEW PARTNERS AND POPULATIONS THAT BETTER REPRESENT THE TOTALITY AND HUMANITY OF COASTAL COMMUNITIES -- WHETHER URBAN, RURAL, MARITIME AND FISHING, OR TRIBAL. WITH IRA RESOURCES, SCCOOS WILL ADDRESS RECOMMENDATIONS IN THE WHITE HOUSE OCEAN CLIMATE ACTION PLAN TO BETTER MEET THE NEEDS OF A ?CLIMATE READY NATION? BY INVESTING IN: 1) EQUITABLE SERVICE DELIVERY, 2) REGIONAL COASTAL CLIMATE AND RESILIENCE, 3) FUTURE-PROOFING AND MODERNIZATION OF OUR OBSERVING, MONITORING, AND FORECASTING SYSTEM, AND 4) NOVEL DATA AND MODEL SYNTHESIS IN SERVICE OF DIVERSE PARTNERS. AS A VALUED BOUNDARY ORGANIZATION, SCCOOS SERVES AN IMPORTANT ROLE BY WORKING INDIVIDUALLY AND COLLECTIVELY WITH ITS FUNDED PRINCIPAL INVESTIGATOR (PI) NETWORK TO ESTABLISH PI PROJECT CONTRIBUTIONS TO OCEAN SERVICE DELIVERY. HERE, WE EXTEND THAT SERVICE TO ENGENDERING JUSTICE, EQUITABLE, DIVERSITY, AND INCLUSION PRACTICES IN THEIR PROJECTS, REINFORCING THEIR OWN ROLE AS EDUCATORS WITH SYNERGISTIC OUTREACH ACTIVITIES, AND ENCOURAGING THEIR COMMITMENT TO EQUITABLE SERVICES. WE AIM TO ENSURE UNDERSERVED COASTAL COMMUNITIES HAVE EQUITABLE ACCESS TO OCEAN SCIENCE RESOURCES AND INFORMATION BY DEVELOPING AND IMPLEMENTING SUSTAINABLE STRATEGIES TO MAINTAIN AND ENHANCE EQUITABLE SERVICE DELIVERY WITHIN THE SCCOOS CONSORTIUM. INCREASED PARTICIPATION AND ENGAGEMENT OF HISTORICALLY MARGINALIZED COMMUNITIES IN OCEAN SCIENCE INITIATIVES THROUGH INCLUSIVE MEASURES THAT FOSTER A SENSE OF BELONGING; LONG-LASTING EQUITABLE PRACTICES THAT CONTINUE TO BENEFIT COASTAL COMMUNITIES. IRA-FUNDED EQUITABLE SERVICE DELIVERY OBJECTIVES INCLUDE MEANINGFUL OUTREACH AND ENGAGEMENT WITH A MORE INCLUSIVE RANGE OF PEOPLE IN COASTAL COMMUNITIES FROM TRIBES, COASTAL URBAN CENTERS, AND COASTAL RURAL REGIONS; NOVEL TECHNICAL SOLUTIONS AND INFORMATION-DELIVERY STRATEGIES FOR ENSURING THESE COMMUNITIES RECEIVE CRITICAL OCEAN INFORMATION WHEN, WHERE, AND HOW THEY NEED IT; PARTNERSHIPS WITH ORGANIZATIONS AND INITIATIVES DEDICATED TO EDUCATING AND INSPIRING YOUTH WITH THE GOAL OF ENSURING A DIVERSE AND INCLUSIVE FUTURE IN STEM FIELDS, PARTICULARLY IN EARTH AND OCEAN SCIENCES; AND INTEGRATION OF SCCOOS OCEAN DATA INTO SCIENCE CURRICULA AND TRAINING COURSES INTO LOCAL?TO?REGIONAL MIDDLE SCHOOL?COMMUNITY COLLEGE?UNDERGRADUATE PROGRAMS. OCEANOGRAPHIC AND PHYSICAL FEATURES INCLUDING WATER COLUMN AND BATHYMETRIC PROPERTIES GOVERN SHORT AND LONG RANGE ACOUSTIC PROPAGATION, AND INFLUENCE THE MANNER IN WHICH THESE VARIOUS SOUND SOURCES COMBINE TO CREATE LOCAL SOUNDSCAPES ACROSS THE REGION. ELEVATED NOISE IS A CONCERN FOR EFFORTS TO RESTORE POTENTIALLY DAMAGED MARINE MAMMAL STOCKS IN THE GULF OF AMERICA BECAUSE THESE SPECIES RELY ON SOUND FOR COMMUNICATION AND FORAGING SUCCESS, AND ARE SENSITIVE TO ANTHROPOGENIC SOUND SOURCES. THE GOAL OF THIS PROJECT IS TO COLLECT PASSIVE ACOUSTIC RECORDINGS AT LONG AND SHORT TERM SITES OF INTEREST IN THE GULF OF AMERICA AND TO QUANTIFY ANTHROPOGENIC NOISE SOURCES AND AMBIENT SOUND LEVELS IN THESE DATASETS IN INFORM RESTORATION PROJECTS FUNDED FROM THE DEEPWATER HORIZON OIL SPILL SETTLEMENT. | $1,877,899 |
| Department of Commerce | DOMOIC ACID (DA) IS A POTENT NEUROTOXIN PRODUCED BY DIATOMS IN THE GENUS PSEUDO-NITZSCHIA (PN). IN RECENT YEARS, TOXIC PN BLOOMS HAVE OCCURRED WITH INCREASED FREQUENCY AND DURATION ALONG THE CA COAST. FOR EXAMPLE, CONDITIONS IN 2015 RESULTED IN THE LARGEST RECORDED PN BLOOM TO DATE IN THE NORTH PACIFIC WHILE TWO SIGNIFICANT EVENTS IN 2022 AND 2023 RESULTED IN OVER A THOUSAND STRANDED CALIFORNIA SEA LIONS AND RECORD-HIGH ANIMAL-BORNE DA LEVELS. THERE IS AN URGENT NEED TO IMPROVE REGION-WIDE DA TOXIN RISK MANAGEMENT TO SAFEGUARD PUBLIC HEALTH, PROMOTE VIABLE AND SUSTAINABLE FISHERIES, AND PROTECT LIVING MARINE RESOURCES. DA HAS BECOME A CRITICAL AND RELENTLESS HAZARD FOR PINNIPED AND CETACEAN POPULATIONS IN COASTAL CALIFORNIA (ANDERSON ET AL. 2023), HAS ROUTINELY SHUT DOWN THE DUNGENESS CRAB AND SPINY LOBSTER RECREATIONAL AND COMMERCIAL FISHING SEASONS WITH DEVASTATING ECONOMIC CONSEQUENCES (E.G. MCCABE ET AL. 2016), AND IS RESPONSIBLE FOR ANNUAL RECREATIONAL SHELLFISH HARVEST ADVISORIES TO PROTECT HUMAN HEALTH OVER THE LAST FOUR YEARS. FOLLOWING OUR FOUNDATIONAL DISCOVERY OF THE DA BIOSYNTHETIC PATHWAY IN VARIOUS PN SPECIES (BRUNSON ET AL., SCIENCE, 2018), OUR ECOHAB19 WORK IDENTIFIED IN SITU THE SPECIFIC DA BIOSYNTHESIS GENES THAT APPEAR TO BE THE CORE DRIVER OF DA TOXICITY, REVEALING A NEW POTENTIAL STRATEGY FOR DA FORECASTING AND MANAGEMENT. HOWEVER, A KEY KNOWLEDGE GAP REMAINS IN OUR UNDERSTANDING OF THE MECHANISTIC FACTORS THAT REGULATE EXPRESSION OF THESE GENES AS WELL AS MOLECULAR CHARACTERIZATION OF TOXIC BLOOMS NECESSARY FOR ADVANCING PREDICTIVE CAPABILITIES. IN ORDER TO ADDRESS THIS CHALLENGE, WE PROPOSE A COMPREHENSIVE RESEARCH PROGRAM TO QUANTIFY THE OCEANOGRAPHIC AND GENETIC FACTORS THAT REGULATE, PROMOTE, AND FORECAST DA BIOSYNTHESIS. WE WILL UNDERTAKE FOUR PRIMARY RESEARCH ACTIVITIES TO INCREASE OUR UNDERSTANDING OF THE OCEANOGRAPHIC, PHYSIOLOGICAL, AND GENETIC FACTORS AND MECHANISMS THAT REGULATE AND PROMOTE DA BIOSYNTHESIS AND TO TEST HYPOTHESES AND PREDICTIONS THAT HOLD THE KEY TO ESSENTIAL DISCOVERIES FOR RESPONDING TO AND MITIGATING DA EVENTS IN THE SOUTHERN AND CENTRAL CALIFORNIA CURRENT SYSTEM (CCS): 1) INVESTIGATION INTO GENETIC, ENZYMATIC, AND PHYSIOLOGICAL REGULATION OF DA PRODUCTION IN LABORATORY CULTURES; 2) COMPARATIVE PHYSIOLOGY AND BIOGEOGRAPHY OF THE SOUTHERN AND CENTRAL CCS, INCLUDING IMPACTS OF THE 2024 ENSO SEASON AND ENSUING SHIFT TO EITHER NEUTRAL OR LA NIA CONDITIONS IN 2025-2027; 3) EXAMINATION OF THE DIVERSITY AND ECOLOGICAL GENOMICS OF PN IN SITU USING STATE-OF-THE-ART AUTONOMOUS SAMPLING AND WATER COLUMN PROFILING TECHNOLOGY, INCLUDING OPTIMIZATION OF STATE-OF-THE-ART NANOPHONONICS TECHNOLOGY FOR MULTI-OMIC DETECTION AND QUANTITATION OF DA AND MOLECULAR BIOMARKERS THAT FORECAST DA PRODUCTION; 4) SYNTHESIS OF RESULTS INTO DATA PRODUCTS AND OUTPUTS USEFUL FOR MANAGEMENT ENTITIES.
