FORESTRY IS ALSO AN IMPORTANT ECONOMIC DRIVER IN SC, CONTRIBUTING OVER $21.2 BILLION ANNUALLY. WITH SUCH DIVERSE NATURAL RESOURCES ACROSS THE STATE, TOURISM IS ALSO A MAJOR ECONOMIC FORCE, ACCOUNTING FOR EXPENDITURES OF $24.4 BILLION IN 2019. THE 5.1 MILLION PEOPLE LIVING IN SC ARE CRUCIAL TO MAINTAINING THE QUALITY OF LIFE AND CONSERVATION OF THE NATURAL BEAUTY IN SC, PARTICULARLY YOUTH, SINCE THEY ARE OUR FUTURE STEWARDS OF THE STATE. THE LIVELIHOOD AND QUALITY OF LIFE FOR SC RESIDENTS IS WHAT DRIVES THE PROGRAMMING AND RESEARCH FOCUSES FOR CLEMSON UNIVERSITY AND SOUTH CAROLINA STATE UNIVERSITY (SC STATE). THE PLAN OF WORK REFLECTS RESEARCH AND EXTENSION ACTIVITIES TO BENEFIT AGRIBUSINESS, COMMUNITIES, AND CITIZENS OF SC. FOCUS AREAS INCLUDE ADVANCING THE COMPETITIVENESS OF THE AGRICULTURE AND FORESTRY, ECONOMIC DEVELOPMENT, SAFEGUARDING THE FOOD SUPPLY, PRESERVING NATURAL RESOURCES, AND PREPARING THE YOUNGER GENERATIONS TO BECOME PRODUCTIVE CITIZENS. THE MAJOR PROGRAM AREAS FOR CLEMSON EXTENSION INCLUDE: AGRISYSTEMS PRODUCTIVITY AND PROFITABILITY, AGRIBUSINESS AND COMMUNITY DEVELOPMENT, ENVIRONMENTAL AND NATURAL RESO URCES CONSERVATION, FOOD SAFETY, SECURITY AND NUTRITION, AND YOUTH AND FAMILY DEVELOPMENT. CLEMSON EXTENSION ALSO PARTICIPATES IN MULTIPLE MULTISTATE EXTENSION ACTIVITIES, INCLUDING THE SOUTHERN REGION FRUIT CONSORTIUM, TOBACCO, APPLE AND STRAWBERRY RESEARCH WITH UGA AND NC STATE, THE REGIONAL PEACH INITIATIVE WITH UGA, THE ORCHARD FLOOR MANAGEMENT PROJECT, AND THE REGIONAL APPLE INITIATIVE.

THE TECHNICAL GOAL IS TO DEMONSTRATE THE ACCELERATED DISCOVERY, DESIGN, AND LASER CONVERGENT MANUFACTURING OF LOW-TEMPERATURE (< 650°C) OXYGEN-CONDUCTING SOLID OXIDE ELECTROLYZER CELL(LT-O-SOEC) WITH A MINIMUM ACTIVE AREA > 15 CM2, TO ACHIEVE OR EXCEED THE TARGETS OF = 1.2A/CM2 AT 1.3 V/CELL WITH = 3 MV/KHR DEGRADATION RATE. THE GOAL OF THE COMMUNITY BENEFITS PLAN (CBP) IS TO HELP ENSURE THE RESULTS FROM THE PROJECT HAVE A WIDE AND EQUITABLE POSITIVE IMPACT ACROSS UNITED STATE (US) COMMUNITIES WHILE AVOIDING INEQUITABLE NEGATIVE IMPACTS ON ANY SPECIFIC COMMUNITY, PARTICULARLY THOSE HISTORICALLY AT RISK FROM ENERGY-RELATED TECHNOLOGIES OR DEINDUSTRIALIZATION. TO ACHIEVE THE ABOVE-STATED PROJECT GOAL, WE WILL ACHIEVE THE FOLLOWING OBJECTIVES: DURING BUDGET PERIOD 1: OBJECTIVE 1: DESIGN AND VALIDATE THE PERFORMANCE OF NOVEL ELECTROLYTE, ELECTRODE, BUFFER MATERIALS AND INTERFACES. OBJECTIVE 2: HIGH THROUGHPUT FABRICATION, CHARACTERIZATION, AND TESTING OF MICRO-SAMPLE ARRAY TO (1) EFFICIENTLY SCREEN AND DOWN-SELECT VAST COMBINATORY POSSIBILITIES OF INTERFACE, MICROSTRUCTURE, AND CELL ARCHITECTURE FOR OPTIMAL PERFORMANCES; AND (2) QUICKLY ESTABLISH OF DATASETS OF PROCESSING-MATERIAL-PERFORMANCE LINKS FOR MACHINE LEARNING (ML) TRAINING. DIVERSITY, EQUITY, INCLUSION, AND ACCESSIBILITY (DEIA) OBJECTIVE 1: “RECRUITMENT”. SUPPORT RECRUITMENT ACTIVITIES TO ENSURE EQUITABLE OPPORTUNITIES FOR STUDENT RESEARCHERS FROM DIVERSE COMMUNITIES. ENERGY EQUITY OBJECTIVE 2: “HYDROGEN-ORANGE START-UP PRIZE.” INITIATE AND AWARD THE “HYDROGEN-ORANGE PRIZE” EACH YEAR TO THE TEAM OR INDIVIDUALS TO PRESENT THE MOST VIABLE BUSINESS OPPORTUNITY RELATED TO HYDROGEN AND CLEAN ENERGY TECHNOLOGIES. WORKFORCE OBJECTIVE 2: “RESEARCH EXPERIENCE FOR TEACHERS (RET) SUPPLEMENT.” PROVIDE A NEW OPPORTUNITY FOR 1 OR 2 ADDITIONAL TEACHERS PER YEAR TO PARTICIPATE AND WORK ON PROJECTS RELATED TO CLEAN ENERGY AND HYDROGEN RESEARCH. DURING BUDGET PERIOD 2: OBJECTIVE 3: ESTABLISH AND VALIDATE ML MODELS TO PREDICT AND DESIGN THE MATERIALS AND INTERFACE FOR THE HIGH-PERFORMANCE LT-O-SOEC, AND THE APPROPRIATE PROCESSING PARAMETERS FOR THE ULTRA-FAST, LASER-SELECTIVE CONVERGENT MANUFACTURING (ULCM) OF LT-O-SOEC. OBJECTIVE 4: COMPUTATIONAL MODELING TO PREDICT THE DEFECT-FREE LASER PROCESSING PARAMETERS AND DESIGN THE OPTIMAL THERMOMECHANICAL STABILITY AT BOTH MEMBRANE ELECTRODE ASSEMBLY (MEA) AND STACK LEVELS. OBJECTIVE 5: ESTABLISH ML-BASED, IN-PROCESS MONITORING OF MICROSTRUCTURE AND DEFECTS FOR QUALITY ASSURANCE. DEIA OBJECTIVE 2: “MENTOR-LEARNER.” ESTABLISH A DEIA “MENTOR-LEARNER” PROGRAM, MATCHING RESEARCHERS (GRADUATE, SMALL BUSINESS) WITH THE DIVERSITY OF NEXT-GENERATION LEARNERS (SCHOOLS, TEACHERS, ETC.). ENERGY EQUITY OBJECTIVE 1: “SUMMER ENERGY EQUITY WORKSHOP AND PROJECT.” ESTABLISH A WORKSHOP EACH YEAR, FOCUSING ON CHALLENGES AND OPPORTUNITIES TO ADVANCE ENERGY EQUITY THROUGH HYDROGEN AND RELATED CLEAN ENERGY TECHNOLOGIES. DURING BUDGET PERIOD 3: OBJECTIVE 6: ULCM OF LARGE AREA (> 15 CM2) MEA WITH PRECISELY CONTROLLED MICROSTRUCTURE AND CRYSTALLINE PHASE OF DENSE ELECTROLYTE, POROUS ELECTRODES, AND HETEROGENEOUS INTERFACE. OBJECTIVE 7: SOEC STACK PACKAGING AND TESTING TO VALIDATE THE LONG-TERM PERFORMANCE STABILITY OF LT-O-SOEC STACKS.

AWARD PURPOSE: THIS AGREEMENT SUPPORTS INFRASTRUCTURE AND SURVEY COSTS TO CONDUCT THE YELLOW LEGGED HORNET SURVEY AND RESPONSE IN SOUTH CAROLINA. INFRASTRUCTURE COSTS INCLUDE SALARY FOR ONE FULL-TIME STATE SURVEY COORDINATOR, ONE YELLOW LEGGED HORNET (YLH) PROGRAM COORDINATOR, TWO FULL-TIME SUPERVISORY INVASIVE SPECIES SPECIALISTS, TWELVE FULL-TIME INVASIVE SPECIES SPECIALISTS, EIGHT NURSERY DISTRICT SPECIALISTS, ONE INVASIVE SPECIES PROGRAM COORDINATOR, ONE OUTREACH COORDINATOR, ONE OR MORE REGULATORY SPECIAL INVESTIGATORS, AND FIVE OR MORE TEMPORARY, PART-TIME FIELD TECHNICIANS, AS WELL AS VEHICLES FOR THE PROGRAM COORDINATOR, OUTREACH COORDINATOR, AND MANAGERS TO TRAVEL TO AND FROM SITES AND CONDUCT PROJECT-RELATED BUSINESS. THE OBJECTIVES OF THESE SURVEYS ARE TO CONTINUE SURVEILLING AT ALL KNOWN INFESTED AREAS AND NEWLY REPORTED AREAS. THE SC APIARY PROGRAM AND DEDICATED YLH EMERGENCY RESPONSE STAFF, WILL PLACE AND MONITOR HORNET TRAPS. THREE THOUSAND OR MORE LOCATIONS WILL BE ESTABLISHED IN SOUTH CAROLINA IN AND AROUND YELLOW LEGGED HORNET INFESTED AREAS. ACTIVITIES TO BE PERFORMED: THE RECIPIENT WILL DESIGN AND IMPLEMENT A GENERAL OUTREACH PROGRAM TO EDUCATE THE PUBLIC ON THE THREAT OF YELLOW LEGGED HORNETS. PRINTED OUTREACH MATERIALS, SUCH AS IDENTIFICATION CARDS OR FLYERS, WILL BE PRODUCED AND GIVEN OUT DURING SURVEY OPERATIONS TO INFORM THE PUBLIC IN HIGH-RISK AREAS. MATERIALS WILL INCLUDE INFORMATION ABOUT THE THREAT T HAT YLH POSES AND HOW TO REPORT SIGHTINGS. THE RECIPIENT WILL UTILIZE VISUAL TRACKING/TRIANGULATION, VISUAL SURVEYS, THERMAL IMAGERY, AND/OR RADIO-TRACKING TECHNIQUES TO LOCATE YLH NESTS. TRAP CHECKS FOR YLH WILL BE CONDUCTED AT A MINIMUM OF 3,000 SITES REGULARLY, FOLLOWING BEST-KNOWN PRACTICES. DELIVERABLES AND EXPECTED OUTCOMES: THE GOAL OF THIS AWARD TO PROVIDE OUTREACH, TREAT CURRENT INFESTATIONS, AND DETECT THE PRESENCE OF ADDITIONAL YELLOW LEGGED HORNET INFESTATIONS IN SOUTH CAROLINA. THE CRITERIA USED TO EVALUATE THE PROJECT INCLUDE THE ABILITY OF THE STATE COOPERATOR TO COMPLETE AGREED-UPON OUTREACH, DETECTION, REMOVAL, AND SURVEY WORK. THE ANTICIPATED RESULTS INCLUDE THE ADDITIONAL KNOWLEDGE GAINED AS TO THE PRESENCE YELLOW LEGGED HORNETS, WHICH WILL BE MEASURED BY MONITORING INFESTED AREAS, SURVEY DATA COLLECTED, TIMELINESS OF SURVEY ACTIVITIES AND ABILITY TO REPORT THOSE RESULTS TO USDA IN THE AGREED-UPON TIMEFRAME. THE GOAL IS TO MONITOR A MINIMUM OF 3,000 SITES REGULARLY, TREAT, AND DESTROY ALL KNOWN YLH COLONIES.
